PROJECT REVISIONS


The project revision process has two purposes:
  1. It ensures that an accurate description exists of the proposed project as it is actually being implemented

  2. It assists the project administrator in the planning process for project implementation
If necessary, revisions are initially requested when the applicant is notified of the grant award. These revisions must be approved by the State and Federal Grants Office prior to execution of the project agreement.

Within the scope and budget of an approved project, recipients are permitted to re-budget and make program changes to meet unanticipated requirements during the project period.

Prior approval is needed whenever any of the following changes in the budget or program are anticipated:
  • Any change in funding levels
  • Transfer among budget categories; cumulative totals exceed 10% of the grant award
  • Changes in equipment to be purchased
  • Transfer of funds allotted for training allowances to other expense categories
  • Any revision to the scope or service outcomes of the project (regardless of whether there is an associated budget revision)
  • Changes in key personnel
  • Contracting out, subgranting or otherwise obtaining the services of a third party to perform activities that are central to the purposes of the award. This does not apply to purchase of equipment, supplies and general support services
A request for prior approval of any budget revision should be made on a Project Revision form. The request must be accompanied by a narrative justification.

Staff of the State and Federal Grants Office and other Division staff will review requests for revisions. A written response approving or disapproving the request will be made in a timely manner. The Division will not approve any budget or project revision that is inconsistent with the purpose or terms and conditions of the grant. If the requested revision results in a change to the grant recipient's approved project, which requires Federal prior approval, the Division will obtain this approval before approving the recipient's request.

If no revision is requested, it is expected that expenditures and activities will closely follow the approved grant proposal.
