Governmental Affairs Subcommittee
I. NAME AND ESTABLISHMENT
The Florida State Library Council Governmental Affairs Subcommittee, hereinafter referred to as the Governmental Affairs Subcommittee, is created by Special Rule of Order unanimously adopted by the Florida State Library Council on December 13, 2010.
II. OBJECT
The Governmental Affairs Subcommittee's purpose is to provide a forum for the discussion of legislative issues and to review, consider, investigate, and take action on matters and issues which have an effect or impact on the Division of Library and Information Services and its programs and activities.
III. MEMBERSHIP
The Governmental Affairs Subcommittee shall consist of at least three (3) members appointed annually by the membership of the Florida State Library Council.
The Florida State Library Council Chair and not less than two other members of a Governmental Affairs Subcommittee must be members of the Florida State Library Council.
IV. OFFICERS
The officers shall be the Chair, Vice-Chair, and Secretary.
The Chair shall be appointed by the Governmental Affairs Subcommittee membership at its first meeting in each fiscal year.
The Secretary shall be the Director of the Division of Library and Information Services who shall serve without voting rights.
V. DUTIES OF OFFICERS
The duties of the Chair shall be to call and preside at all meetings and carry out the duties generally pertaining to this office.
The Vice-Chair will function in the Chair's absence.
The Secretary shall keep and distribute the minutes of the meetings of the Governmental Affairs Subcommittee and carry out the duties generally pertaining to this office.
VI. MEETINGS
Meetings of the Governmental Affairs Subcommittee may be conducted with such frequency as deemed appropriate by the Chair to effectively discharge its responsibility. The Governmental Affairs Subcommittee may conduct meetings and/or make decisions via mail, electronic mail, or telephone.
Special meetings may be called by the Chair.
VII. QUORUM
A quorum shall consist of a majority of the members of the Governmental Affairs Subcommittee.
VIII. POWERS AND DUTIES
The Governmental Affairs Subcommittee, within its scope of responsibility, shall have the authority to take final action with respect to any matter and have the power to decide or deliberate policy on behalf of the Florida State Library Council.
The Governmental Affairs Subcommittee shall report recommendations and/or actions taken in accordance with its establishment and purpose to the Florida State Library Council at its next regularly scheduled meeting.
IX. PARLIAMENTARY PROCEDURE
Robert's Rules of Order, latest edition, shall constitute the authority on all matters not covered by the bylaws.
X. AMENDMENTS
These bylaws may be amended at any regular or special meeting of the Florida State Library Council by a simple majority vote of the members present.
XI. EFFECTIVE DATE
These bylaws shall take effect immediately after their adoption by a majority vote of the Governmental Affairs Subcommittee.
